Если обобщить, то смысл у прилагательного run-down отрицательный, и логично, что фразовый глагол и существительное существуют со схожими значениями – если что-то runs down, то оно “постепеннно сходит на нет, уменьшается, сворачивается, затухает”, а производное существительное “rundown” применительно к бизнесу или какой-то схожей деятельности будет иметь смысл “сворачивания производства” или снижения качества или количества (причём большинсов словарей, в частности MM и COLLINS, отмечают, что это в BrE только в таком смысле слово часто используется)

Есть ещё CУЩЕСТВИТЕЛЬНОЕ run-down (слитное написание чаще встречается, rundown) с совершенно другим смыслом: переводится, как “(краткий) отчёт, перечень, сводка, обзор, список”.
